This proposal requests funding from the Fellowship treasury to procure and maintain self-hosted GitHub Actions CI and benchmark runners for the polkadot-fellows/runtimes repository.

Following the failure of the IBP top-up referendum, the Fellowship can no longer rely on IBP to fund this infrastructure. This proposal establishes a direct funding relationship between the Fellowship treasury and two independent operators, removing the dependency on IBP entirely.

• Pricing based on cloud market rates + 50% management premium
