The PCF sent a request to the Fellowship in the Polkadot forum to whitelist a call to unblock the user onboarding into the Polkadot App.

There is one shortcoming currently with an upgradable contract that will be fixed ASAP but cannot be addressed in time before this referendum would enact. The Fellowship should decide here as part of this referendum if this is an acceptable trade-off for the time being.

In short: it entails authorizing a root call to a contract that can be upgraded by the PCF (this does not imply system level access like System::set_code, but could be abused to call into other contracts that have Root origin guarding).
