HOLLAR is 18 decimal
DOT is 10 decimal

so 1 HOLLAR is worth: 1 * 8_333_333_333 / 10^18 * 10^18 / 10^10 DOT = 0.8333333333 DOT


This referenda creates asset rate for HOLLAR / DOT to be 1.2. This is required to enable treasury spend of HOLLAR. The price does not need to be precise because it only impacts spending limit calculation (I think).

I tested with Chopsticks script but it will be good for someone more familiar with this part of the code to review the call parameter.
