Add Pablo PBA Alumni as Candidate

Hi everyone! 👋🏼

Pablo Dorado here! I'm a Blockchain Engineer currently working at Virto

For the last 11 months, I've been working on refining and improving client tools we've
been building for the ecosystem, targeting people with low-spec devices (see
virtool as an example of that). 👾

Recent PBA Alumni (Wave 3), I started working on building the tools to enable the next
generation of builders, communities, and companies that will join the ecosystem to
have a great time here. 🎉

Currently, I'm working (WIP, will update accordingly) on some initiatives to enhance the

• The communities-pallet for Kreivo, aims to be the standard description to
  create self-governing DAO-like entities.
• Related to the work above, I'm starting some discussions (like polkadot-sdk#1768 or this
  post on the Forum) to fill some gaps on Substrate. Initially, I've been gathering feedback,
  and now I'm iterating on them to propose changes that help improving our development UX overall.
• I'm leading a local initiative at my uni (National University of Colombia) to introduce
  Polkadot ecosystem in the conversation of Web3 Community there, as well as prepare some
  lectures to share the knowledge I already acquired through the PBA process.
