[pallet-revive] Updated delegate_call to accept an address and weight. This update enhances the flexibility of the delegate_call function by allowing it to accept both an address and a weight parameter. [pallet-revive] Aligned ext_code_hash with the EIP-1052 specification. This implementation brings our ext_code_hash function in line with the Ethereum Improvement Proposal 1052 (EIP-1052), which standardizes how contract code hashes are retrieved.
