This proposal is about promoting Michal to rank I. Michal is working on Polkadot for almost two years now. He worked himself into Polkadot-SDK by changing a lot of internal code to use block hash where ever possible, instead of using block numbers. This lays the groundwork to get rid off block numbers inside the node as much as possible. He added the storage monitor, a service that runs inside the node to shut it down when running out of storage space. This prevents that nodes destroy their database when they run out of space, as seen quite often before. His biggest (finished) contribution is the removal of the native runtime as dependency for creating the genesis for a chain. This is an important feature for the OMNI node strategy that is being worked on right now and where he also contributes. Currently he is rewriting the transaction pool to fix some incorrect transaction handling on parachains.
